Gamestop's great for getting used games, but I tend to wait on new games unless there's exclusive pre-order DLC attached that I need to have.

Definitely wait for big holiday sales for these guys. I've gotten killer deals on brand new games from them, just by waiting it out for the best coupons. That said, they almost always have a used games discount offer up, as well as Free Shipping promos, so you can get great deals year-round. Their Christmas, Black Friday, and Cyber Monday deals are when I wait to buy consoles though, as those are almost always excluded from coded savings.

I buy new if there is a great pre-order bonus attached. Like extra uniforms in NCAA Football '12 or Madden '12, or free DLC for Gears of War 3. Otherwise I use Gamestop for used games.
